Simply put, normal SysAdmins (I'm not including hobbyists here) are harrassed individuals. EvilSysAdmins do the harrassing. If you read your non-techy fellow employees' emails, you're an EvilSysAdmin. If you have your boss's password memorised, you're an EvilSysAdmin. EvilSysAdmins treat the BOFH not as a cautionary tale for users but as a role model.
PeterTaylor points out that a competent EvilSysAdmin doesn't need to know the boss' password to get into his account.

For example, an EvilSysAdmin in my position would note that, when a call is placed whilst my winmodem is trying to dial, the call is actually broadcast on my speakers. He would then figure out how to use this fact to log phone calls. I'm only at step 1 so far, but just give me time...

My sister's phone isn't actually a part of the network :P - CorkScreWireTapping (who is admittedly a complete amateur)
